The flowers in the Namaqua region (also called Namakwa or Namakwaland) start to bloom in late July and early August up until September. But keep in mind that the flower times do differ according to rainfall. Sometimes you might even still get to see some flowers in October.
Flying in, to Cape Town International Airport (CPT) would be your nearest airport, should you wish to fly in.
